Biography
Byron is a graduate of Georgia Tech with a degree in Business Management. He has lived in Greene County since 1989, though he first started frequenting family owned property in Greene County back in 1979. Byron has always been involved in our community by coaching soccer and Little League baseball, refereeing soccer games, and volunteering for the Walker Church Fire Department. He became Assistant Chief of the department in 1990 and later was named Fire Chief in 1996. At that time he was the youngest Fire Chief in the State. He is also a certified First Responder for medical emergencies. He started in County Government as Public Works Director in 1997 and was later hired as the County Manager in 1999.

Duties
The County Manager is the chief executive officer for the county. The manager’s responsibilities include oversight of the day-to-day activities of county employees who are not employees of a constitutional officer. Other responsibilities include fiduciary responsibilities, public relations, policy implementation, and coordination of county activities. The County Manager is appointed by the Board of Commissioners and serves at their pleasure.
Greene County utilizes a Commission-Manager form of county government. Under this structure, the board of commissioners fills the primary policymaking role and oversees the executive functions of the county, but assigns the day-to-day duties of the executive role to an expert manager whom the board selects based on administrative qualifications and experience. The County Manager is granted substantial executive authority commensurate with primary (though not ultimate) executive responsibility.
The manager is responsible for effectively coordinating the various county departments and agencies. Typical duties include:
- Supervising the conduct of county employees
- Appointing and removing county employees
- Administering county laws, ordinances, and resolutions
- Exercising control over county departments and agencies
- Preparing an annual budget
- Informing the governing authority about the financial conditions and needs fo the county and maintaining accurate records reflecting its financial affairs
- Examining the accounts and records of county departments
- Supervising the performance of contracts
- Regulating purchases of county supplies and materials
- Performing all other duties delegated by the governing authority
The County Manager's office is located in the Commissioner's Office and is open from 8:00 am until 5:00 pm, Monday though Friday except holidays.
