Charles is
Charles Rhodes is a native of Wilkes County and currently resides there. He graduated from the University of Georgia with a business degree in 1981 and moved to Atlanta where he was a salesperson for several major electronic firms. In 1990, he attained a real estate license and a broker's license from the Georgia Real Estate Commission. Having enough continuing education credits and passing the state exam, he applied for an appraisal license in 1999. He relocated to Washington, Georgia in 2000 and was appointed to the Board of Tax Assessors. An opportunity to expand his knowledge in this field led him to Lincoln County which was in the process of a county-wide revaluation. There he assisted in the mass appraisal process and took all of the necessary courses and exams to become a Level IV appraiser as designated by the Georgia Department of Revenue. He has been the Chief Appraiser of Greene County since December of 2004 and enjoys meeting with the public.

The Greene County Tax Assessors mailed 8,157 change of assessment notices on Monday June 7, 2010.  Most of these will reflect a decrease in value from the previous year but some will increase due to new construction (which is not exempt under current Georgia law). Bank owned sales from foreclosure proceedings were also included in the sales analysis.  Greene County only had 28 of these transactions in 2009 and one third of these sold for more than assessed value.  Most other arms length transactions were at or near Georgia’s level of tax assessment - 40%. These ratios and sales are available at the Tax Assessors office for viewing. 


If you think your value is incorrect, you have until July 22nd, 2010 to appeal your value.  This must be in writing and post marked no later than the deadline noted above.  Your appeal must identify the owner, the parcel, and whether you are appealing your value, uniformity, taxability, denial of an exemption or any combiniation of these.  Any information directly related to your property is helpful for us to review your appeal.  No particular format is required as long as you return to us within this timeframe.  We suggest that you include a phone number which we can reach you if we have questions.

The Greene County Board of Tax Assessors (BOA) is an independent board whose members are appointed by the Board of Commissioners to staggered, three-year terms, have specific responsibilities, and employ the Chief Appraiser, who is responsible for the operation and functioning of the county property appraisal staff as per the Official Code of Georgia (OCGA) 48-5-290, 264, & 299.

The Board of Tax Assessors (BTA) is Responsible for ensuring that all taxable property within the county is filed and assessed for taxes at its fair market value; and that taxpayers shall pay, as nearly as possible, only their proportionate share of taxes (termed equalization) as per OCGA 48-5-306. The BTA is to maintain all tax records and maps for the county, including but not limited to the mapping, platting, cataloging, and indexing of all real and personal property in the county as per OCGA 48-5-263. Further, the BTA shall provide for the training of new appraisers and the continuing education of experienced appraisers as per OCGA 48-5-263, 267, & 268.

 

PRIMARY RESPONSIBILITIES


The county appraisal staff, as required by law, is responsible for the appraisal for tax purposes of all taxable property, real and personal, that the county board of assessors is required to assess. These appraisals shall be made in the manner and at the times required by law.

The county appraisal staff shall be responsible for the proper maintenance of all tax records and maps for the county in a proper and current condition, and the staff shall have custody of such records.

The county appraisal staff shall be responsible for preparing annual assessments on all property required to be assessed by the board of assessors. Such assessments shall conform to the requirements of law and shall be turned over to the board of assessors for approval on the date requested by the board of assessors.

The county appraisal staff shall prepare annual appraisals on all tax-exempt property in the county and shall submit such appraisals to the board of assessors.

Each county appraisal staff member shall successfully complete at least 40 hours of training courses prepared and offered by the State Revenue Commissioner during each 2 years of tenure as staff appraiser.

Notice is hereby given that a representative of the appraisal staff will be listing new construction from active building permits for changes and improvements which have been made to the property.
