  1. The Greene County Planning and Zoning Commission shall consider at the request of the County Manager the adoption of textual amendments to the County’s current zoning code during its regularly scheduled meeting held on Tuesday, June 30, 2020 at 4:00 p.m. in the Board of Commissioners Meeting Room located at 1034 Silver Drive, Greensboro, Georgia 30642. The textual amendments proposed, among other reasons, to clarify and augment the policies and procedures governing the calling and conducting of hearings mandated by the Zoning Procedures Law and to make changes to the notice provisions relating to zoning amendments. In particular, the proposed textual amendments contemplate the following modifications to the County’s current zoning code:

    a. Amending Appendix B - Zoning, Article III – Definitions of Terms, Section 3.1: Definitions:

          i. Community Center: Revise current verbiage reading “A place, structure, area, or other facility used for and providing religious, fraternal, social, and/or recreational programs generally open to the public and designed to accommodate and serve significate segments of the community.” Purposed amendment to remove the verbiage “religious” to read as followed: “A place, structure, area, or other facility used for and providing fraternal, social, and/or recreational programs generally open to the public and designed to accommodate and serve significant segments of the community.”

         ii. Hotel: Revise current verbiage reading “A building or group of buildings (single or multiple ownership) offering transient lodging with accommodations for more than 20 persons on a daily rate which may provide additional services such as restaurants, meeting rooms, and recreational facilities.” to verbiage, “Any building, group of buildings, or structure offering for rental of rooms or accommodations for ten (10) persons or more for compensation which may, or may not, provide additional services such as restaurants, meeting rooms, and recreational facilities.”

    b. Amending Appendix B – Zoning, Article V, Application of Ordinances, Section 5.7 - Minimum distance between buildings, 5.7.1: revise current verbiage reading “There shall be a distance of not less than twenty (20) feet between any principal and detached accessory building located on the same lot or parcel, or any building on adjoining lots or parcels.” to verbiage “There shall be a distance of not less than twenty (20) feet between any building on adjoining lots or parcels.”

    c. Amending Appendix B – Zoning, Article VII. – Use Requirements by District, Section 7.4 - B2 (General Commercial Hwy Oriented District) 7.4.1 Permitted Uses to remove 7.4.1.19: Community center or club provided the requirements of §9.13 are met and the verbiage contained within 7.4.1.45: Motels and add verbiage “Hotels, provided at least ten (10) rooms for overnight occupancy are available.” 7.4.2: Conditional Uses to add 7.4.2.4: Community Center or club provided the requirements of §9.13 are met; 7.4.2.5: Religious Institution, and 7.4.2.6: “Motels, provided at least ten (10) rooms for overnight occupancy are available.” Revise 7.9.2.3 to remove the verbiage “Motel”, and add the verbiage “Hotel, provided at least ten (10) rooms for overnight occupancy are available”, Revise 7.10.1.9 to remove the verbiage “and motels”, and add the verbiage “Athletic facilities and hotels provided at least ten (10) rooms for overnight occupancy are available” and Revise 7.16.1.4 to remove the verbiage “Motel”, and add the verbiage “Hotel provided at least ten (10) rooms for overnight occupancy are available.”

    d. Amending Appendix B – Zoning, Article XI. – Conditional Uses and Variances, Section 11.4 – Procedures, 11.4.4 revise as currently read, “In determining the compatibility of a conditional use with adjacent properties and the overall community, the Board of Commissioners must make the following findings if the use is to be approved or approved with conditions” to read as “In determining the compatibility of a conditional use with adjacent properties and the overall community, the Board of Commissioners must make the following findings if the use is to be approved or approved with conditions where such conditions are necessary to protect the surrounding uses,
    compatibility thereof, or other conditions necessary to fulfill the purpose of this ordinance”:

 

The June 30th hearing shall be conducted in the manner outlined in Article XIII of the County’s current zoning code commencing with the Zoning Administrator presenting the proposed amendment followed immediately by the County Manager or his designee presenting the case for amendment. Invited to attend the hearing are all members of the public in support or opposition of the proposed amendments.
