The Greene County Board of Commissioners is accepting applications for the position of Public Works Director. The position is responsible for performing complex administrative and supervisory work that is essential to directing the daily operations and long-range planning of the Public Works Department. The department is comprised of Administration, Roads and Bridges, Solid Waste, Governmental Properties, Animal Control, and Building/Grounds Maintenance. Work involves planning, prioritizing and overseeing the activities of the divisions within the department. This position reports to the County Manager. The purpose of this classification is to perform complex administrative and supervisory work responsible for directing the daily operations and long-range planning of the Public Works Department which is comprised of Administration, Roads and Bridges, Solid Waste, Governmental Properties, Animal Control, and Building/Grounds Maintenance. Work involves planning, prioritizing and overseeing the activities of the divisions within the department. This position reports to the County Manager.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Develops and manages departmental goals and objectives; coordinates and oversees the work of each division, including the construction and maintenance of roads and bridges.
Plans and organizes major departmental tasks and projects; approves and assists with specification writing on major projects.
Directs and supervises personnel; recruits, interviews, and hires personnel in supervisory positions; establishes priorities; monitors work; ensures departmental and safety policies and procedures are followed; implements personnel disciplinary action as needed.
Prepares and submits to the County Manager a priority list of recommended road and bridge improvements including paving and resurfacing.
Serves as the primary point of contact for all projects and operations of the department.
Responds to complaints and inquiries and provides timely solutions when possible. Prepares, submits and monitors departmental budget; works with staff to devise annual budgets; assists staff in identifying projects for inclusion in annual budget.
Maintains departmental records of active, inactive and completed projects; prepares and/or ensures the preparation of administrative forms, monthly reports, and other paperwork related to public works operation.
Maintains and updates professional knowledge; reads new laws affecting work and standards; attends training programs, seminars, workshops and meetings as necessary or required.
Works with other county departments to identify and implement operational assistance service to those departments from Public Works.
Serves as the department liaison to the Emergency Operations Center when activated during a disaster or other emergency.
Adheres and ensures adherence to established safety procedures and county Safety Policies and Procedures; oversees utilization of safety equipment and monitors work environment to ensure safety of employees and other individuals.
Serves as on-call personnel for after hour events and incidents involving the Public Works Department.
Performs related work and assigned work as required.
